Several long anecdotes.
(i) 12 law suits because they are stopping bribing an official, who sued them not having printed labels on 12 sacks of flour. 10 suits thrown out, 2 ordered mill closure. They are appealing.

(ii) Employee viciously changed labels on sacks; but resisted dismissal.

(iii) Permission to connect a barn to the Elec. authority --> 13 negative statements from other authorities. 2 years with influence.

In general, too much control. Present regime makes it worse (Templeman). What T. needs is to get things done.
